Mr. Dalzell has over 30 years of experience in preparing state and federal environmental impact statements/reports and associated permits.   He currently serves as Massport's senior environmental planning and permitting specialist and manages the Environmental Planning and Permitting Unit.  The Unit provides strategic guidance in a wide range of environmental issues including emissions reduction, sustainable design, alternative fuel vehicles, HOV mode share, wildlife hazard and mitigation planning, among others.  Mr. Dalzell has also participated in a state-wide assessment of climate change adaptation strategies, serving on the key infrastructure team for aviation issues.

Although his primary focus at Massport is on aviation projects at Boston Logan International Airport, he also manages permitting for projects at Hanscom Field and the Worcester Regional Airport.   Key aviation projects include permitting of Logan's Terminal A replacement - the world's first LEED-certified passenger terminal, expansion of international terminal E, new runway 14/32 and the centerfield taxiway, several key runway safety area projects the recently permitted Logan consolidated rental car facility (ConRAC), and a new alternative fuel on-airport bus maintenance facility.

Mr. Dalzell continues to be active in aviation industry groups, having previously chaired the ACI-NA Environmental Affairs Committee and currently serving as a representative on the ACI World Environmental Standing Committee.
